Efficient Controller Recompiler Unit is an item found in Rubi Ka team missions used to charge a cities controller tower to enable alien attacks to occur. It is recommended to be charge above 50% before lowering the cities shield.
There are two other devices that can be used to charge a cities controller
Attuned Controller Recompiler Unit (NODROP, UNIQUE) charges a cities controller 25%. They are obtained from completing the CRU Mission.
Upgraded Controller Recompiler Unit charges a cities controller 100%. They are tradeskilled from 
Hacker ICE-Breaker Source (ICE) which drops from various alien boss level mobs.
