One Who Asks The Unasked succesfully encrypted the message. Unfortunatly his fears have been veryfied. The scientist Victor Nonya works on a new sort of spirits which are supposed to be a mixture of Xan and human technologiy.
This could have a terrible effects.
Therefore you should find him in the Oasis and confront him.

There are a lot of adds plus Isham the dragonboss, so be cautious.

He warps back to the oasis just before he dies, if you have pulled him out.
he and his adds doesn't deal that much damage but you are supposed to bring a doc
