Bobic Hood quest

There are obvious problems with putting individual quests on this page. Formatting. A lot more emphasis on and details of one quest than others. But both of those can be dealt with in the future. Until now, however, the details on the Bobic quest have been nonexistent: no clear zone, no coordinates, the full name of the Mutilated Eye-Q93 sometimes isn't given, just terrible. Starter quests added

I see that you moved the two quests to their individual pages. Good idea I think. I also put a link to the Boboc quest in the Non-Sided quests section of the directory. (I think that's an issue to itself. Neutrals can do some of these quests too. I've seen a youtube of an Omni doing the Nooda Gregg quest.)
I put up the lock pick, biocomunicator, and Tirbo Ratcatcher quests. Someone might also add the two-slot belt quest in case someone didn't get their Blackbane's on the isle.
I took the formatting ideas from the ICC Shuttleport quests page.
