Elmo Fitz is located at the bottom of the ramp leading from the Jobe Market portal.
Talk to him and if your ready, he will give a 7 day mission to kill 3 Devourers of Life for a reward of 50,0000.
You will find level 100 Devourers of Life mobs along the south side of the white building very nearby.
