Rank does depend on governing form. I just demolished and replaced a building using my rank 2 character in a Department organization. In the department, there are more ranks than any other form, and rank 2 is more powerful than in other forms. I edited the description to say that it depends on governing form and it might be 2, 1 or higher.

rank - Mummu 08:54, 29 Jul 2005 (CEST) are you sure? cause I know I have demolished some buildings with rank 2. so either you started counting at 0. it was recently changed. or it is different from org structure to org structure.

Corrected wrong information edited by used 67.84.180.201. You need to have at least rank 1 (not 2) to access the build/demolish tab. People with rank 2 can only disable/enable the cloak. Please be 100% sure before changing any info.
