There are three parts in total to the quest, the first gives the basic shoulderpad's.
The Second Clan Shoulderpads Quest gives an upgrade for the pads, and the Third Clan Shoulderpads Quest gives another. The final pads are even visible, for those that want something that looks good in their shoulder slots.

What To Do
First you will need to visit Dodga. He is on top of Rising Sun plateau, just south of Wartorn Valley. If you don't own a Yalmaha yet then the entrance can be a little difficult to find as you will need to swim through the waterfall and run up a secret passage found the other side of it. Dodga is standing under a large tent in the centre of the plateau. After talking to him for a while and agreeing to help he will give you a quest to dismantle robots and bring back anything suspicious that you find.
What you will need to hunt for is eight separate parts; Suspicious Looking Parts of Biotechnology, Scrap of Notum, Microscopic Pulsating Nano Crystals, Bundle of Nano-Tubes, Liquid Based Conductors, Large and partly fused lump of strange tetrahedral CPU bundles, Ancient Looking Lamp Relay & finally a Highly plastic mother-circuit array.
These can be looted from any robot type mob, but the best to hunt are Mechdogs, and a good place to find these is at a junkyard just north east of Rome in Galway Shire(500x1000). If you don't feel this is a good place for you then the robots around Trash King in West Athen (1600 x 1000) or Bot Mountain in Greater Tir County (1650 x 2200) can be tried, but beware there is an extremely low drop-rate on these types of robots.
Once you have killed enough robots to find all eight parts, combine then together in order as below, there are no skills required to complete this.

This is exactly what Dodga was hoping you would find, so head back with it. Hand it to him and he will reward you with your new Shoulderpad's, also you will receive a Mission Token, a Bravery Token and some XP and credits for your efforts.
