Well, here we go, the bread and butter weapons of Shadowland Fixers, Agents, and Soldiers, The Perennium variant weapons. These tradeskill weapons exist from QL50 all the way up to QL200, and depending on which profession you are, are usable from the low level 20s, all the way to the first few Shadowlevels (or in the case of soldiers all the way to 220). Each weapon is a combination of items from the Shadowlands and a base weapon from Rubi-Ka, most are fairly common or can be picked up as mission rewards, but the Spirit Tech Apparatus is a bit tricky. Since these parts are crucial to the end product, it is important to find one in the right QL, and they are not common. Versions from ql 70ish to ql 130ish drop from Mortiig Bosses in Elysium fairly uncommonly, while higher qls drop from named heckler bosses in both Scheol and Adonis very rarely. Named Mortiigs in Penumbra and Inferno.

Production
The combination of items in Anarchy Online works as follows:
Open the tradeskill window (Ctrl-t). Here you can place the two items you want to combine in the left and middle box.
The resulting Item will be shown in the right abox. Missing skills, or non possible combinations will be shown below.
A detailed look on the resulting item is possible with a simple shift-left-click on it.
It is recommended to have free inventory space before combining items, else the item will end in the overflow window.
This example constructs a Perennium Blaster, but the process is the same for all different types of perennium weapons, substituting the appropriate Barrel and Nano-Charged gun for the ones seen here.
