Basic Info:
This skill allows to successfully unlock locked chests and doors in Missions using Lock Picks as long as your skill is at least double of the attempted mission level.
Fixer only: every 200 of this skill obtained from investing into IP (improvement points) will raise the "richness of treasures" (in simple terms "richness" is QL, while "treasures" are items found in chests in missions) by 1% above the base 5% for the Fixer (all other professions have the bonus fixed at 0% regardless of the level of this skill). Skill improvement from sources other than IP (including nano buffs, gear and implants) do not count. Mission reward QL is not affected. Examples: a Fixer with 150 B&E skill from IP doing a level 250 mission rewarding a piece of armor will have 5% bonus to QL of items found in chests, i.e. items in chests will be QL 262, while the end of mission reward will still be QL 250. With 810 B&E of which 680 comes from IP (680 / 200 = 3%) and 130 from a nano buff (does not count) the bonus will be 8% (5% + 3%) thus making chest loot to be of QL 270 (the end of mission reward still remaining at QL 250 if it is e.g. a piece of armor).
It is also used in some tradeskills, most importantly cleaning implants, and needs to be 4.75 times of the QL of the implant being cleaned, and ais also required for certain Solar-Powered Pistol upgrades.
